If the president signs it, the bill becomes a law, otherwise, the bill will be returned to the House where it originated with president’s objections. The latter will be put into the journal. The same will be reconsidered by the legislatures. If two-thirds of the House approved the reconsidered bill, it will become a law and such overturned the veto power of the executive. In a similar context, when the bill is presented to the president for signature and if such was not returned within ten working days, the bill likewise becomes a law. Such 10-day period, when it has lapsed, has a similar effect as if the president has signed it, unless the legislative body, by their adjournment prevents its return. As such, the bill will not become the law. The legislation of the law rests on the constitutionally mandated power of the legislative branch under Article 1, Section 1 of the Constitution.
